The real thing to watch for is the difference between the ambient temperature and the dew point. When they are close, the humidity level approaches 100% - which means fog, dew, rain (and probably a good chance of blushing). Check the weather channel, they post relative humidity. I'm not aware of any sure fire humidity levels, but here in the northeast - it is seldom below 70% in the summer. I think the best time is in the early fall when the Canadian highs come down, dropping outside temperature and humidity.
Also, might be a good idea to invest in a can of blush eraser. Things will go faster if you have some on hand prior to spraying, rather than have to wait an extra week of so for it to arrive. This stuff works great. If you get any blushing, spray on a mist coat and the blush is.. well... erased - like immediately.
