Program:  What Every Engineer Should Know about the New Texas Pollutant Discharge Elimination System  (TPDES) Construction Permit Requirements
Erosion control and other storm water pollution prevention requirements for construction projects are not new.  Significant changes regarding these requirements have occurred in the last year in Texas, however, and most notable among these is a shift in oversight responsibilities from the EPA at the federal level to the state and local level.  Every civil engineer, regardless if he or she does design, construction management, or geotechnical or materials testing, needs to become familiar with the federal, state and local regulations and requirements on storm water issues.  Such knowledge enables engineers to ensure not only that the design plans for every project include appropriate and sufficient Best Management Practices (BMPs), but also that these BMPs are implemented throughout the construction phase in order to prevent and minimize storm water pollution.

All construction projects greater than 1 acre need to acquire a TPDES Construction Permit prior to beginning construction. A Storm Water Pollution Prevention Plan (SWPPP) must be developed and implemented prior to applying for the permit. This presentation will give you an overview on the TPDES permit requirements, what to include and what to avoid in preparing a SWPPP, and examples of good and bad Best Management Practices (BMPs) at construction sites.  Also included will be an overview on Dallas Storm Water Management’s monitoring program for construction activities, including education and enforcement inspections, based on its EPA National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Permit requirements.

In her current role, Ms. Harvey’s responsibilities include development and implementation of educational programs on Storm Water Management, including permitting requirements for the construction industry and other industries in Dallas, and educational programs on storm water pollution prevention for the general public and school children.  In the ten years she has worked for the City of Dallas, Ms. Harvey has managed a number of other significant projects, including the Trinity River Corridor project from 1994-1997 and the city’s bridge rehabilitation and street and alley condition inventory programs in 1998.   Between 1999 and 2002, she was responsible for the city’s utility relocation and coordination program and the construction materials, geotechnical engineering, asbestos and non-asbestos environmental testing program.  Along with these responsibilities, Ms. Harvey managed several design and construction projects.

Ms. Harvey has immersed herself in many professional, civic, and humanitarian organizations during her career, including ASCE.  In addition to serving as president of the Dallas Branch in the 1998-1999 year, she has served in numerous officer and committee member roles.   Her efforts have been recognized by several awards from ASCE, including the Dallas Branch’s 2000 Outstanding Engineer of the Year Award, the Texas Section’s 1999 Government Civil Engineer Award, and the 1996 Texas Section’s Service to People Award.

Before her career with the City of Dallas commenced in 1993, Ms. Harvey worked for several years as a consultant in the private sector with Halff Associates.  Her work with Halff began after she received her BSCE degree from Texas A&M in 1985.
