Program: "The Love Field Master Plan"
Until airlines other than Southwest began flying out of Love Field in recent years, travelers at the local airport likely wondered what unknown features lie down some of the corridors that were blocked off from inquiring minds. Although other mysteries, such as those surrounding the Wright Amendment, will remain unanswered, long closed parts of Love Field will be opened again. A new master plan for the airport has been completed, and it includes an expansion in existing gate usage from 22 to 32.  A few of those unseen areas will not see the light of day, however, because some gate areas will be demolished in order to cap the expansion at 32 gates.

A new master plan was certainly warranted to examine local and national aviation and airspace capacity issues, various litigation potentials and publicity surrounding the airport in the past few years.  Furthermore, no new or updated master plans had been prepared for Love Field since DFW Airport opened in 1974.  The new master plan was submitted to the Dallas City Council by the Love Field Master Plan Advisory Committee in early April.  As part of the plan, consultants evaluated airport operations and resources, made demand forecasts for passenger, cargo, and general aviation activities in the years ahead, prepared an economic impact analysis, and studied vehicular traffic and access issues associated with the airport. No Environmental Impact Statement (EIS) has been prepared in conjunction with the new master plan, but the Federal Aviation Administration has the authority to determine when and if one is needed.  Noise and air pollution issues are also substantial components of the new plan, however.

The final master plan is a compromise among a number of disparate groups which should help improve Metroplex transportation infrastructure.  A representative from the City of Dallas’ Aviation Department will discuss details of the plan and its anticipated benefits at the May Meeting and Luncheon.

Technical Seminar

The Education Committee will hold a technical seminar on May 7, 2001, from 1 to 2 p.m. after the Branch Luncheon.   The cost to attend is $5.00.  The seminar will be presented by Sam A. Arnaout, P.E. and will discuss the thrust phenomenon in pressure pipelines, in general, and in concrete pressure pipeline, in particular.   The seminar will provide an in-depth review of the thrust chapter of the AWWA Manual M9 for concrete pressure pipe.  The seminar will also give a brief preview of the results of a recent finite element study conducted by the industry to simulate pipe-to-soil interaction as it relates to thrust.  Mr. Arnaout is currently the Engineering Director of Hanson Pipe & Products (formerly Gifford-Hill- American, Inc.) where he has worked for the last 21 years.  He is a member of AWWA Concrete Pressure Pipe Committee and the chairman of AWWA Subcommittee on AWWA C303 Standard for Bar-wrapped Concrete Pressure Pipe.  He is also a member of AWWA C301 Standard for Prestressed Concrete Cylinder Pipe and AWWA Manual M9.  Mr. Arnaout has also served as the Chairman of the Technical Committee of the American Concrete Pressure Pipe Association for the last five years.
