Program:  An Overview of Alternative Project Delivery Systems (Design-Build)
Various governmental entities in recent years have embarked on alternative methods to build their large infrastructure projects.  Most prominent among these has been the design-build method, which combines design and construction services in one contract.  This method has in many cases reduced costs and accelerated project completion dates.  Federal and state governments in the U.S. have developed legislation to allow such undertakings, but this legislation may now best be described only as emerging; it will continue to evolve in the coming years before it reaches a form that satisfies a majority of those involved in the process.  For example, many professional organizations, including ASCE, believe qualifications-based selection (QBS) procedures as required by the Brooks Architect-Engineers Act of 1972 (Public Law 92-582) should be incorporated by law into the design-build process for public works.

Alternative project delivery systems have begun to be used in Texas transportation projects.  The State Highway 130 project near Austin is the first to be pursued under an Exclusive Development Agreement (EDA), which is a mechanism the State of Texas, has created for alternative project delivery.  Future possibilities for the use of an alternative project delivery system include portions of DFW’s LBJ Freeway reconstruction.

Mr. Whitesel has over 40 years in the planning, programming, design, environmental documentation, public involvement, innovative project development systems, design/build and construction of public and private projects.  Most recently he has been involved in the development and implementation of the innovative new project delivery systems centered on public/private partnerships and value planning and implementation on major transportation projects including NM44/US550 and the Big I project in New Mexico.

He received his BS in civil engineering from the University of Nebraska and MA in Public Administration from the University of New Mexico.
