November 2004 Meeting

Program:   A+B (Cost plus Time) Construction Contract Bidding Procedure
The Town of Addison has recently begun using this innovative construction contract bidding procedure for capital improvement projects.  In A+B bidding, the cost of materials and labor to perform the work (A) is combined with an assigned project construction time cost (B) to provide the lowest cost to the public.  A+B bidding rewards a contractor for completing a project as quickly as possible.  Our November Program speakers will detail the A + B bidding procedures and highlight successes the Town of Addison has had with recent projects.

Speaker:  James C. Pierce, Jr., P.E., Assistant Public Works Director, Town of Addison and Jerry D. Holder, Jr., P.E., Director of Municipal Services, HNTB Corporation
Mr. Pierce began his career as a Public Health Engineer with the State of Georgia following graduation.  He then served as a Sanitary Engineer on the Atlantic Missile Range while employed by Pan American World Airways at Cape Canaveral, Florida.  For the next twenty years, he worked as a consulting engineer designing water and wastewater treatment facilities in New Jersey, Florida, Virginia and Texas.   He then switched to the environmental field where he worked on environmental remediation projects for the next eleven years.  He began with the Town of Addison in August 1997 as Assistant City Engineer.  He is presently the Assistant Public Works Director for Addison.  He received a Bachelors of Science in Civil Engineering and a Masters of Science in Sanitary Engineering from Georgia Tech University.  He is a Licensed Professional Engineer in Texas.

Mr. Holder has been a consulting engineer for over 19 years.  He has been involved in the transportation field his entire career, including both planning and final design of airports, railroads, highways and city streets.  He started his career with Garver Engineers in Little Rock, Arkansas.   He worked in their home office for seven years and then spent the next seven years starting new offices in Tulsa, Oklahoma and Jackson, Mississippi.  He moved to the Dallas area four years ago when he joined HNTB Corporation.  He received a Bachelors of Science in Civil Engineering and a Masters of Business Administration from the University of Arkansas.  He is a Licensed Professional Engineer in Texas.
