Program: Presentations from the Dallas County Judge Candidates, Texas Section Update and Branch Officers Installation
The office of Dallas County Judge is a non-judicial one that is nonetheless of great importance to the county.  The county judge oversees the commissioners’ court, which in turn sets budgets for all county departments.  Among others, these departments include health and human services, the county court system, the sheriff’s office, and, of special interest to ASCE members, public works.   Harryette Ehrhardt and Margaret Keliher, the two candidates running for election to the county judge’s office in November, will discuss the position and their qualifications at the October luncheon.

In addition to the candidates’ presentations, Dallas Branch Member and ASCE Texas Section President-Elect Bud Beene will give our group the annual update from the Texas Section.  After his address, Mr. Beene will help install the 2002-2003 officers of the Dallas Branch

Representative Ehrhardt has represented Dallas’ District 107 since 1994.  Before undertaking her work in Austin, she spent many years in education as a teacher, principal and Dallas Independent School District board member.  She also served as an instructor at SMU and in the Dallas County Community College District.  Representative Ehrhardt received B.S. and M.A. degrees from SMU and a doctorate from the University of Houston.

In August 2002, Margaret Keliher was appointed to fill the unexpired term of outgoing Dallas County Judge Lee Jackson.  Prior to that appointment, she had served as a Dallas County district court judge since 1999.  At other times through her career, Judge Keliher has served as an attorney in private practice, in the Dallas County District Attorney’s office, and as a CPA.  She obtained an accounting degree from the University of Virginia and a law degree from SMU.

In addition to his role as ASCE Texas Section President-Elect, Bud Beene is a project manager in facilities engineering for Dallas Area Rapid Transit.   Mr. Beene worked with USA Engineering for three years before joining the DART ranks, and he spent thirteen years with Dallas County.   For six of those years, he served as Dallas County Public Works Director.  Mr. Beene is a graduate of Texas A&M’s engineering school, and he received an MBA from Corpus Christi State University.  He is a licensed engineer in Texas and Oklahoma.
