FEMA and Other Acronyms: A Guide for Civil Engineers"
It is difficult for almost anyone in the midst of another dry,
North Texas summer to envision a need to consider flood issues. Civil engineers preparing
design plans for practically any kind of project, however, must think differently, whether
they are working on floodplain reclamation plans or simply checking a Flood Insurance Rate
Map (FIRM) for the 100-year flood elevation in the area of a project. Between these two
extremes, nearly all civil engineering projects, civil engineers, and surveyors are
affected in some way by the work and regulations of the Federal Emergency Management
Administration (FEMA). In addition to FIRM maps, civil engineers and surveyors may work
with a number of different documents promulgated by FEMA, and a representative from the
agency will discuss issues involving some of these during his presentation. He will focus
on Elevation Certificates, Floodproofing Certificates, Letters of Map Revision (LOMR),
Letters of Map Amendment (LOMA), and requirements for hydraulic and hydrology studies that
are often required as part of the submittals to obtain these documents. He will also
address changes in FEMAs design review process resulting from the selection of a new
technical review contractor. Following the regular luncheon program, an additional
technical discussion about recent changes in Elevation Certificates will also be held. See

Federal Emergency Management Administration
A native of upstate New York, Mr. Watts
joined FEMA after many years of service in the U.S. Air Force. He has been employed by
FEMA since June 1987. His assignments have included the Disaster Assistance Program (DAP),
the Natural and Technological Division (Chemical Stockpile Emergency Program), and Dam
Safety and Earthquake Programs. Mr. Watts is currently assigned to the National Flood
Insurance Program (NFIP) as the Texas Team Coordinator. His territorial assignments have
included the States of Oklahoma, Arkansas and Texas. He currently provides assistance to
the Texas Natural Resource Conservation Commission to ensure that the communities that
participate in the NFIP are aware of their requirements, instructs the NFIP 101 course,
provides assistance to communities and individuals in interpretation of NFIP requirements,
and provides training to interested groups on the NFIP. Mr. Watts is also the point of
contact for the Community Rating System and is the NFIP Insurance Liaison.
