Program: Facilities Development and Construction
Management
Coordinating the design and construction of major
facilities projects is never easy, but when those projects are high profile ones with
fast-track schedules and public sector involvement, the task becomes even more
complicated. Our September Speaker, Mr. Jack
Hill, has spent many years managing such projects, and he will share highlights of that
experience with the Dallas Branch of ASCE and the Dallas Post of SAME during the September
Joint Meeting. In his current position with
the Dallas Independent School District (DISD), Mr. Hill is responsible for design and
construction activities associated with the Districts $1.37 billion 2002 bond
program. Among his many duties in this role,
he serves as the liaison between DISD and the program management team. He has full budget responsibility, and this
includes the original formatting of the budget, cost reporting correspondence among many
parties, review of contractors monthly draws and pay applications, and the
negotiation of all construction change orders and design team contracts.
Prior
to his work with DISD, Mr. Hill served as the principal construction manager for the two
most significant sports facilities built in the Dallas Fort Worth Metroplex in recent
years: The Ballpark in Arlington and the
American Airlines Center. Although these
projects are quite different from the bond program he is now implementing for DISD, they
were similarly vast, complex endeavors. In
these public/private ventures, he worked with private ownership groups, consultants,
contractors, financial partners, and municipalities to coordinate the wide array of
design, construction, schedule, and budget tasks needed for the successful completion of
such projects.

Since
graduating from Texas A & M University in 1979 with a Bachelors degree in
Building Construction, Mr. Hill has spent twenty-five years in the construction and
development industry. In addition to his work
on prominent facilities in the Metroplex, he has performed preconstruction, budgeting and
design management services elsewhere in the United States.
Among his other significant projects are Miller Park in Milwaukee, the home
of Major League Baseballs Milwaukee Brewers, and the First Union Arena (now the
Wachovia Arena) in Wilkes-Barre, Pennsylvania, home of the American Hockey League
affiliate of the NHLs Pittsburgh Penguins.
