Reference: FAR 121.135
Dear Mr. Patterson:
Bucholz Army Airfield (AAF) is unique in that it performs flight services for a variety of different type aircraft and crews. Therefore, it is imperative that we have the most highly trained personnel available.
An active FAA tower and strategic location in the pacific makes this an ideal stop for fueling on flights to and from Honolulu or Guam.
There are different types of aircraft that utilize Bucholz AAF both military and civilian. This -includes but is not limited to Dornair D0228, HS25, HS748, Saab 3000, C20, CV580, DC8, DC9, C130, C141, B727, B737-300 and 800, B767, L1011, KCIO, C17 and C5.
Flight crews and aircraft from many different nations visit Bucholz AAF. This alone demands the most professional of Base Operations flight dispatchers. Base Operations is usually the first visit that flights have with Bucholz AA.F Kwajalein Missile Range, having a professional attitude and qualified staff helps maintain the type of reputation for which we are famous.
Due to the nature of this airfield, we require the most highly trained and professional personnel. In the past, I have hired dispatchers from other dispatch schools. However, the dispatchers from the Flight Control Academy exhibit the most impressive knowledge and professionalism I have seen. The recent dispatchers I have hired arc graduates from the Flight Control Academy.
The Flight Control Academy has become essential in training dispatchers for overseas and foreign airline postions. Most international students that attend the Flight control academy arrive with minimal aviation related experience. This necessitates a solid foundation for working on foreign flights into the United States.
This foundation incorporates the knowledge of and understanding of FAR's as they pertain to flights into the United States. Furthermore, a keen understanding of weather systems. and the conceptual formulas responsible for the forecast along the entire flight route are taught with a significant emphasis to all the dispatching students.
In these areas as well as FAR's and aircraft systems the Flight Control Academy is incomparably qualified. The vast knowledge of the instructors in dispatching and in the airline industry coupled with an immense database of materials available for the dispatcher students provide us with the most trained and capable potential hires.
I believe that it is imperative to ensure that all international students attend your academy. Please convey this importance to your immigration officials.
