The Council promotes, through systemic change, capacity building, and advocacy activities that are consistent with the policy under the federal statute, the development of a consumer and family-centered, comprehensive system and a coordinated array of culturally competent services, supports, and other assistance designed to achieve independence, productivity, and integration and inclusion into the community for individuals with developmental disabilities. The Council is a member of the national organization known as Consortium of Developmental Disabilities Councils. CDDC is a member-driven organization that is committed to representing the diverse interests of Developmental Disabilities Councils and the people with disabilities that Councils were created to serve.

The DD Council funds projects which seek to enhance and improve the current systems of services and supports for persons with developmental disabilities and their families. In addition to these projects, the Council funds the Consumer Involvement Fund and Oklahoma Partners in Policymaking. The Consumer Involvement Fund provides financial assistance to persons with disabilities and their family members who wish to attend disability-related conferences in other cities and states. Partners in Policymaking is an advocacy training class that is conducted one weekend per month between August and May. Participants in Partners in Policymaking learn the history and status quo of services and supports for persons with disabilities and their families as well as how to work with elected and non-elected policymakers to make improvements in the system.
