When there are some technicians, fire all of them. Next set the wage of a technician at $50,000.00 and wait several rounds. Of course there will be lots of people willing to work for such wages. When several thousand such are available, hire as many as you need. Set the wage to $1. While each individual will not work long for that wage, there'll be a large supply in reserve who will start and then quit. When you run out of new employees, you can repeat this process as desired.

If you want to be sure to earn a profit in your first month of Detroit, you can plug the following number values into the appropriate places in the tutorial (refer to the "Technical Supplement and Tutorial" booklet).
