Start a new game, any year on Hard level, type "FUND" until your cash is at $60,000 (reply yes to all queries). Now go to the budget menu and select bond repayments. Then click on repay bond and answer yes to repay bond at 3%. You'll now get $50,000 every year.

Click on the "Hard" option in the "New Scene". Go to the newspaper and click off it. Pause the game and click on "Budget", "Bond", and "Repay Bond". When you are asked if you wish to repay a bond, click on "Yes". Next go to "Issue Bond", and click on "OK". Type "FUNDS" five times and some text will appear. Respond "Yes" to the question. Go to "Budget", "Repay Bond", and click on "OK". Go to "Issue Bond" and a strange character appears in the per centage column. Click on "OK" and you will receive 500,000 annually in perpetuity.

Type "CASS" when you're on the city view screen and you'll be rewarded with $250. You may repeat this procedure but be warned that being overly avaricious will result in a huge fire storm that you must extinguish before you can get more money.
