Scavengers are four legged animals, and found in the Mushroom Caves, Shadowmire, the Grull's Camp, the Wartok Caves, the Ice Caves, Shiverbane, around Indja and Yedeen, around Maulgak, just before Perry's Rescue is complete, and around the Flesh Mage. They are always found in groups. Even in the beginning, they should present little more than nuisance value.
