Introduction

Clients may, at times, require
"Quick Response" engineering, procurement and construction management services
in connection with their operations. Such services may entail:
 |
Addressing
problems associated with the operation or maintenance of the plant facilities. |
|
 |
Making
investigations and design system modifications, which are economically justified. |
|
 |
Assisting plant
staff in meeting deadlines by supplying on site "spot" expertise to meet
engineering needs. |
|
In other words, a pool of outside
technical resources available on short notice to serve as an extension of the
Clients operating and engineering staffs to address engineering needs on short
notice.
Scope
of Services 
To provide "Quick Response"
support services, ZEI, Inc. forms a team of experienced engineers and technicians who are
qualified to respond quickly to engineering needs involving the following services:
 |
Perform special
studies and supply technical support associated with maintaining or improving plant
operations, including technical and economical evaluations. Such activities might involve
a plant improvement project or assistance in completing parts of a project that may have
been partially completed by others. |

Assist with
project planning, scheduling, cost estimating, and other Company management activities. |
|
 |
Handle emergency
operating problems requiring visits to facilities to diagnose them, and then proceed to
correct them in the shortest time possible. |

 |
Furnish special
consultation where added engineering, operating and construction experience, and technical
knowledge may be required. |
|
 |
Undertake spot
field assignments to witness testing, perform inspections, and expedite manufacturing or
deliveries of equipment, as well as to supervise construction. |
|
 |
Undertake spot
assignments in the Client's office to write or review technical specifications and
contracts, perform equipment evaluations for purchase, make engineering calculations, and
perform drafting and other services. |

Project Implementation

In keeping with the need to respond and
implement expeditiously, ZEIs staff is organized to proceed with each project as
follows:
 |
Immediately
following receipt of a request, proceed with arrangements to visit the facility requiring
assistance as quickly as required. |
|

Visit the
facility to investigate the problem, the time constraints, and gather information
necessary to proceed with implementation. |
|
 |
Advise
appropriate staff personnel, by telephone, of the scope of services required, time
schedule and "estimated cost" to secure authorization to proceed. All telephone
information will be confirmed by letter. |
|
 |
Proceed with the
execution of the work. The work could require designs and drawings, as well as technical
specifications for procurement and construction, expediting, inspecting, and construction
contracting and supervision. In those situations where studies or investigations are
required, a report would be prepared and presented containing ZEI's findings and
recommendations, as well as the cost estimates and analyses to support the
recommendations. |

Handle all third
party coordination, including approval of vendor drawings, making inspections, witnessing
tests and expediting deliveries. |
|
 |
Manage and/or
inspect the construction to make certain that the completed work conforms with the intent
of the designs, drawings and specifications. |
|
 |
Supervise the
commissioning activities and place in service. |
|
 |
Make
"as-built" changes to the original drawings following completion of
construction. |
